Director of the Naval Postgraduate School’s Center for Homeland Defense and Security

The Naval Postgraduate School is seeking a highly qualified candidate for the position of Director of the Center for Homeland Defense and Security.

The Center for Homeland Defense and Security provides graduate and executive level courses, seminars, and educational research in the field of homeland defense and security, emergency management, counter-terrorism, strategic thinking, policy development, and other related topics.  The Director (CHDS) is responsible for ensuring that the functions of CHDS are carried out effectively and for providing overall management and direction for the operational, strategic, and fiscal activities of the Center.  Additionally, the Director teaches in the programs offered by CHDS and conducts scholarly research to advance the state of knowledge and to maintain currency in the field of homeland defense and security.

The Director works independently under the direction of the Provost and Vice Provost for Academic Leadership.   The Director is responsible for the operations of the Center and for supervising faculty, staff members, student researchers, and other personnel assigned to the CHDS. 

Primary Tasks and Responsibilities:

• Provide leadership and strategic direction for the Center for Homeland Defense and Security,
• Organizes, manages, budgets, and governs the CHDS to carry out the educational and research objectives of the Center;
• Maintains strong relationships with Center sponsors and other stakeholders to sustain fiscal resources, student recruitment, and alumni relations;
• Ensures that adequate governmental and contracted support meet the needs of the Center’s mission;
• Participates in outreach and networking activities to support the Center's operations and growth;
• Supports federal, state, local, territorial and tribal governments in their advancement of homeland security and public safety leadership, education, and policy and strategy development;
• Prepares for, and teaches in courses, seminars, and other educational offerings from the Center’s programs;
• Oversees the development of curricula for degree and non-degree courses for resident and non-resident students and for mobile education teams for delivery to Governors, mayors and other senior governmental officials;
• Serves as Principal Investigator and/or Co-Principal Investigator for sponsored funds and related research;
• Provides academic advice, service, or consultation in the areas of homeland security, homeland defense, emergency management, domestic intelligence, and other homeland security fields and areas; and,
• Performs other duties commonly understood to be an academic Department Chair-like duties, as required.

Additional/Preferred Qualifications:

• Ability to lead a team and work collaboratively with others;
• Knowledge of federal, state, and local homeland security policies, procedures, and regulations;
• Experience in teaching, particularly to graduate and/or senior official levels of audiences;
• Experience in leading and managing within a large organization;
• Experience in providing oversight to procurement and contracting operations;

• A Master's Degree or higher from an accredited educational institution;
• 10 years of experience in a homeland security, emergency management, public safety, first response, government administration, or related discipline;
• 1-year of leadership, management, and/or supervisory experience to include oversight of a budget;
• Experience in communication and interpersonal skills with the ability to build relationships and work effectively with stakeholders, sponsors, and supported organizations and institutions;
• Possession of, or ability to, attain a secret security clearance.
• U.S. Citizenship.
