Associate Director, Operations

Job Summary:

Barnard College's Department of Community Safety and Emergency Response is responsible for the security of the Barnard College campus and community including campus and building access, campus patrols and response, fire and life safety, emergency plans, special event security, investigations, compliance and training, etc.
Reporting to the Director, Community Safety and Emergency Response, and serving as a member of the leadership team, the Associate Director of Operations is a partner in safety, focused on support and implementation of campus security measures with attention to all elements of safety. The position is responsible for the supervision and management of campus safety officers, access attendants, supervisors and dispatchers and involves supervision of staff in a unionized environment. Extensive collaboration is necessary within the unit, across the department and with partner departments within Barnard, as well as other local stakeholders and outside agencies.

Job Description:

Duties & Responsibilities:

• Personnel Management: Be responsible for the management of a large staff of Community Safety employees, including approximately 40 officers, 70 access attendants and 8 dispatchers. Perform all tasks necessary to manage and directly supervise 11 supervisors. Recruit and fill vacant positions in collaboration with the Director of Community Safety and Emergency Response and Barnard Human Resources. Develop and document clear performance expectations and training, and provide frequent performance feedback, including performance reviews, accountability and progressive discipline, as necessary. Ensure staff coverage based on department needs, vacation schedules, and other leave. Perform and supervise timekeeping activities as necessary. Provide personnel development, training and mentoring to optimize successful performance outcomes. Establish positive working relationships with union representatives and perform all tasks in compliance with college policy, union contracts, and regulatory requirements. Respond on-site to incidents as necessary to support and supervise staff.
  

• Emergency Management and Events Security. In conjunction with the Director of Community Safety and Emergency Response, serve as a central resource for emergency planning and campus events security. Develop draft emergency response policies, procedures, protocols and plans for review and approval by the Director of Community Safety and Emergency Response, Maintain and update as required approved emergency policies, procedures, protocols, and plans and ensure proper execution of same, provide relevant training, and remain current on best practices. Provide guidance around event security needs, make recommendations to senior leadership, develop strong relationships with neighborhood institutions and agencies, and take a proactive approach to keeping the campus and its community members safe during emergencies and campus events. Remain knowledgeable about current technologies, tools and procedures. Ensure safety and operational security around key annual events such as residential move in/out, orientation, and commencement.

• Review Community Safety Incidents. (In partnership with the Associate Director of Administration) and identify appropriate follow up, including recommended adjustments to resource deployment to address identified trends/patterns, prompt and appropriate approaches to investigating campus crime, inappropriate behavior, or other incidents to mitigate risk and prevent recurrence. This may include conducting inquiry or internal investigation, independently or in coordination with colleagues.

• Investigations. Conduct, as necessary, investigations into incidents. Work closely with CARES Responders. Gather relevant data and information, interview relevant participants, and carefully document findings. Work closely with relevant internal and external offices/agencies nd follow required protocols. Produce reports and data as required/requested. Oversee and manage incidents and investigations, including prompt and appropriate approaches to investigating campus crime, inappropriate behavior, or other incidents.

• Technology. Support maintenance and optimal use of the department's security technology systems, including assistance with implementation and ongoing maintenance of security technology systems related to access control,video surveillance systems.
  

• Communications. In conjunction with the Director of Community Safety and Emergency Response and senior leadership, develop communications including emergency notifications and campus-wide emails, that relate to incidents, warnings, weather events, campus events, etc., about which the community needs information in order to stay safe.
  

• Partner with Administration. Work very closely with the department's Associate Director of Administration to:

  • develop draft departmental policies and procedures for review and approval by the Director of Community Safety and Emergency Response and to implement approved policies, procedures and protocols

  • contribute to budget planning and fiscally responsible financial management

  • identify and engage vendors and specialized service providers

  • implement and upgrade technology tools

• prepare and submit reports and data requests in order to meet compliance requirements including, but not limited to, compliance with the Clery Act, VAWA, and the New York State Division of Criminal Justice requirements and standards

• Collaboration and Integration: As a key department leader, ensure a collaborative and collegial environment in partnership with units such as: Residence Life, Campus Life and Student Experience, Inclusion and Engaged Learning, Facilities, Events Management, Health and Wellness, academic deans, etc. Within the department, work closely with the Director of Community Safety and Emergency Response, the Associate Director of Operations, the Director, Fire Life Safety, and the Associate Director, CARES Response Team, to act as the organization's leadership. Partner, collaborate and support each other's goals and priorities. Proactively develop collaborative relationships with city agencies, peer institutions, neighborhood community groups, and professional organizations in order to ensure that Barnard College is a strong and respected partner in public safety.

• Perform Other Duties. As assigned by the Director of Community Safety and Emergency Response in support of successful implementation of department assigned duties. Represent the department in College committees as required. Perform or oversee miscellaneous tasks as necessary for the demonstrated successful implementation of assigned duties. Ensure operational excellence across the department.. Perform data analysis as necessary. Be available 24/7 to respond to emergencies, as necessary. Represent the department and Barnard College as directed/necessary and participate in training activities to maintain professional knowledge of evolving best practices and regulatory requirements. Proactively engage with the Barnard College community as necessary for the successful implementation of duties.

• Must demonstrate integrity and sound judgment, leadership and communication skills.

• Demonstrated experience working effectively with unionized staff and within the provisions of collective bargaining agreements. Experience with staff accountability from feedback through a progressive discipline process. Familiarity with a union environment, including participation in negotiation and grievance processes.

• Strong computer skills, including the ability to learn new software as necessary. Ability to fully utilize email, electronic calendars, Microsoft Word, Microsoft Excel and Google Docs.

• Ability to maintain diplomacy and fairness by listening, understanding and collaborating with students, senior staff, colleagues, and other members of the community.

• Strong knowledge of and experience with safety and security best practices.

• Working knowledge of relevant New York City, State, and Federal regulatory requirements in higher education, including, but not limited to, compliance with the Clery Act, VAWA, and the New York State Division of Criminal Justice requirements and standards

• Ability to understand the concepts of institutional and structural racism and bias and their impact on underserved and underrepresented communities who have experienced trauma and/or bias (e.g., people of color, LGBTQ+ people, immigrants, justice involved persons, persons experiencing domestic/intimate partner violence, people with physical and cognitive disabilities, people with mental or behavioral health concerns, etc.).

• Detail-oriented. Excellent time management skills, record keeping, and ability to deliver work on assigned schedules.

• Demonstrated excellent oral and written communication skills. Ability to communicate and work effectively with all levels in a demanding environment.

• Demonstrated ability to act decisively and independently to resolve complex issues.

• Must establish and maintain effective working relationships with fellow employees, members of the campus community, city officials, other government agencies, and the general public.

Qualifications:

• Bachelor's degree required.

• Min 10 years of relevant experience in safety and/or security management with at least 5 years' supervisory/management experience preferably in a unionized staff setting with oversight of shift work for 24/7 coverage.

• Experience or engagement with the complexities of what safety means to a range of constituents.

• Detail-oriented. Demonstrated time management skills and ability to deliver work on assigned schedules.

• Familiarity with New York State and Federal higher education regulations related to safety on campus.

• Must be able to work flexible hours, including potential for work some nights, weekends, and holidays to meet Department operational needs or essential staffing requirements. Serve in a crisis/emergency response capacity, including off-hours response to emergencies as necessary, as part of an essential department.

Preferred Qualifications:

• Master's degree preferred.

• Direct experience with higher education safety and security management and compliance, including Clery Act.

• Certifications/licensing in security and/or life safety such as: NYS security guard license; NYS security instructor certified and FDNY FLSD certification of fitness preferred.

Physical Requirements:

• Ability to walk and stand for extended hours such as when providing event support.

Salary Range: $85,000 - $90,000 annually

The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the College's good faith and reasonable estimate of the range of possible compensation at the time of posting.
